Will the Minister detail the process in the Welsh Government health and social services department for reviewing reviews conducted by NHS Wales delivery units?

The NHS Wales Delivery Unit was incorporated into the NHS Wales Executive when it was established in April 2023. As a result of the establishment of the NHS Wales Executive, we are currently refreshing the process of commissioning and reviewing reviews. This is being undertaken alongside the updating of the NHS Wales escalation and intervention arrangement framework.

All Welsh Government commissioned reviews will have a terms of reference agreed by all organisations concerned. Regular review and progress meetings will take place to ensure that the review is on progress and to ensure that any emerging safety issues are escalated. Upon receipt, all reviews are considered for factual accuracy and assessed by the appropriate Welsh Government clinical professional leads before being finalised.

Any reviews which indicate serious concerns are immediately escalated within Welsh Government.  Reviews are taken through the Welsh Government oversight processes this may include a discussion at the Quality and Delivery Board, the health board’s Integrated Quality and Delivery Board, a meeting with the health board or through the escalation process at tripartite meetings.
