What consideration has the Minister given to the desirability of devolving broadcasting to Wales?

The Welsh Government, through the Co-operation Agreement with Plaid Cymru, appointed an Expert Panel in June 2022 to explore the establishment of a shadow Broadcasting and Communications Authority for Wales. As part of its remit, the Panel was tasked with developing a strong evidence base to support the case for the devolution of broadcasting powers to Wales. The Panel’s final report was published in August 2023 and sets out a range of pathways related to devolving regulation and/or accountability for broadcasting and communications to Wales. We are considering the findings of the Panel’s report.
