Has the Minister ever used WhatsApp to discuss any COVID-19 pandemic response measures or related discussions with any members of the COVID-19 NHS and Social Services Response cell or other Ministers in the Welsh Government?

The UK Inquiry disclosure process is live and ongoing and being discussed regularly between Welsh Government officials and the Inquiry.

In light of the ongoing Inquiry process that will culminate in full public scrutiny of the Welsh Government’s decisions and actions, the Welsh Government does not consider it appropriate to engage, at this stage, in parallel lines of questioning that encroach upon the mandate that has been given to the Inquiry.

When the Inquiry disclosure process is complete and the Inquiry has had an opportunity to review all of the information and documentation that has been, and will be, submitted over the coming weeks there will follow, through the public hearings, comprehensive scrutiny of that material.

I welcome that formal scrutiny and the opportunity, through that formal process to explain (on the basis of our oral and documentary evidence) how decisions were taken, the advice that informed those decisions and structures that were put in place within Welsh Government to support that process.
