Why has the Welsh Government ceased funding to general practices in the Neath Port Talbot area for carrying out routine blood tests?

Swansea Bay University Health board is responsible for phlebotomy services across Neath Port Talbot, which continue to be provided through a mixed model of GP practices and hospital and community services. Welsh Government funding to the Health Board for general medical services has not been cut and I am not aware of any change in service provision or funding arrangement by the Health Board.
