What steps is the Minister taking to ensure that planning authorities are aware of, and fully understand the provisions set out in the Government's coal policy statement?

My officials have regular meetings with the Planning Officers Society for Wales (POSW) at which policy matters are discussed. Officials are also members of the specific POSW sub-group on minerals and waste which has been in operation for a number of years to exchange information and practice on specific minerals policy issues, including coal. National planning policy on coal contained in Planning Policy Wales is fully aligned with the coal policy statement. The Coal and Petroleum Notification Direction applies to any application for planning permission made to a local planning authority for a coal and petroleum development. Where a local planning authority does not propose to refuse an application for coal and petroleum development, the authority must notify the Welsh Ministers.
