How did the Minister determine that driving at 20 mph would prevent 9 deaths a year, and were the same variables, for example the impact of drink/drug driving or using a phone when driving, considered when calculating deaths at 20 mph and at 30 mph?

Independent Research by the Edinburgh Napier University concluded that the new 20mph default speed limit is estimated to save more than 100 lives over a decade. The variables change depending on the road safety intervention.
