Will the Minister set out how the Welsh Government arrived at the estimate of £92million of saving for the Welsh NHS as a result of the blanket 20mph policy roll out?

The reduction of the default speed limit to 20mph on restricted roads is not a blanket policy.
The estimated saving of £92 million was made by Edinburgh Napier University Transport Research Institute. Technical Paper 101
