Further to WQ89121, will the Minister provide evidence that the findings of the Edinburgh Napier Report were subject to a robust peer review by stakeholders in the automotive industry, and/or academics from outside the field of medicine, such as experts in traffic modelling, physics, ballistics or traffic accident investigations?

Answered by Deputy Minister for Climate Change | Answered on 04/10/2023

The study undertaken by Edinburgh Napier on the Scottish Borders 20mph speed limit trial was submitted to the peer reviewed journal, Safety. Academics who are specialists in the subject area were then asked to review the paper. This is standard practice. The review process involved challenging the paper, seeking clarifications and amendments.
