Will the Minister provide evidence that a road traffic collision at 20mph is economically less harmful for the NHS and society at large when compared to an average road traffic collision at 30mph?

A report was undertaken by Edinburgh Napier University which took the number of casualties at 30mph and then calculated the number of casualties that could be avoided by introducing 20mph, which was 40% of actual casualties.

The total savings for the reduced number of casualties between 30mph and 20mph was then given a monetary value based on 2018 costs and estimated to be £92m. Full details as to how this was derived can be found in Figure 2 of the Report.
