What action will the Welsh Government take to integrate its net zero target with its targets on wider social justice?
The Welsh Government will publish a Just Transition Framework in December for consultation. The Framework will aim to bring coordination and coherence to how we plan and deliver our net zero targets in Wales. It will set out a shared vision for the just transition, and guide and align the transition to net zero with wider social justice through our Well-being of Future Generations Act.
The consultation follows the Call for Evidence on Just Transition published at the end of 2022. I will be publishing a report summarising responses to the Call in October. This will be used alongside additional ongoing research, to support the continual development of Welsh Government’s approach to supporting a just transition.
Many of the most powerful levers to deliver a just transition, such as powers over welfare and trade, sit with the UK Government. I have called on the UK Government to develop its own Just Transition policy to ensure the powers at its disposal are deployed effectively.
