Will cyclists be fined for speeding if they exceed the 20 mph speed limit, and will they be subject to awareness-raising measures?

Cyclists can be prosecuted for riding a bicycle recklessly and dangerously, but speed limits listed in the Road Traffic Regulation Act 1984 and Rule 124 of the Highway Code relate to motor vehicles and not bicycles.
A comprehensive national communications and behaviour change campaign is underway to prepare for the implementation of the default 20mph speed-limit. This is being delivered through a range of communications channels, including social media, out of home advertising, and direct mail, so that we reach the widest possible range of audiences ahead of the change.
