Will the Welsh Government or National Air Traffic Services (NATS) be responsible for paying for the upgrade to airfield approach radars at Rhoose Cardiff International Airport, and can the Minister provide an update on the time frame involved for this upgrade?

Cardiff Airport is a wholly owned subsidiary of the Welsh Government, operated at arms-length as a private limited company. It operates in an independent, commercial manner, makes investment decisions on a wholly commercial basis, and is liable for its own actions and any issues arising from the running of its business. This includes ensuring it meets all regulatory compliance requirements, including maintaining the Radar through regular maintenance and any required upgrades.
