What is the Minister doing to ensure tenants aren't subject to excessive professional cleaning fees at the end of their tenancy?

Professional cleaning fees incurred at the end of a tenancy are, in general, dealt with by the relevant tenancy deposit scheme (Tenancy deposit protection: Overview - GOV.UK (www.gov.uk)). If a landlord, or their agent, plans to recover part of the protected deposit because the property required a deep clean, but the tenant disputes the amount charged, then the tenancy deposit scheme will arbitrate. A landlord or agent will then need to evidence that the amount they are claiming is proportionate, and a tenant is also able to submit their own evidence to counter the claim.
