Will the Minister confirm whether Rent Smart Wales will be providing guidance to all registered landlords affected by The Renting Homes (Wales) Act 2016 (Consequential Amendments) Regulations 2023?

As set out in the relevant Explanatory Memorandum, the Renting Homes (Wales) Act 2016 (Consequential Amendments) Regulations 2023 ensure that existing provision in primary legislation continues to have appropriate effect. Since the Regulations maintain current policy and practice, Rent Smart Wales is not being asked to provide guidance on these Regulations.

The Renting Homes (Wales) Act 2016 (Amendment of Schedule 12 and Consequential Amendment) Regulations 2023 may require a landlord to take action in certain circumstances, as described in the Explanatory Memorandum. Rent Smart Wales has agreed to issue guidance to landlords on the Regulations. Guidance is also being provided on the Welsh Government’s website.

This work is being carried out as part of the Co-operation Agreement between the Welsh Government and Plaid Cymru.
