How will the Minister ensure that local authorities will implement the duties relating to home educated children within the additional learning needs Act?
Under the Additional Learning Needs (ALN) Act and ALN Code, local authorities are responsible for preparing and maintaining individual development plans (IDPs) for electively home educated children (EHE) with ALN.
My officials have recently been working with local authorities to ensure their duties in relation to EHE children with ALN are well understood.
We will shortly be publishing updated statutory guidance on electively home educated children which reinforces the duties outlined in the ALNET code on local authorities in relation to EHE children with ALN. The ALN evaluation will provide further insights on implementation over the next 4 years.
