What action has the Minister taken to ensure workforce supply chains are prepared for the decarbonisation of the private rental sector?

The Optimised Retrofit Programme (ORP) has delivered a framework that concentrates on not only the types of interventions but also on skills, supply chain, innovation and monitoring.

The Net Zero Carbon Performance Hwb will share knowledge, best practice, reports and findings from the ORP to assist private rented and owner occupier decarbonisation decisions. 

Working in partnership with Welsh Government Skills, the four Regional Skills Partnerships, Foundation Economy, Sell to Wales and Business Wales the Hwb will promote training provision.

An Industry Advisory Group, assisting industry leads to share lessons and develop a supply chain to support of the decarbonisation of homes in Wales, will also undertake a peer review of research across Wales’ Academic Institutions and research into other funding channels such as Green Finance Institute to establish a public domain web zone, providing an A-Z of Wales’ Product and Service Supply Chains and an Online Case study Journal.

The Hwb online portal will feature lessons learned examples of innovative procurement including a focus on SMEs and attracting new entrants to the retrofit sector. It will provide and update a non-biased database of technologies and systems that will accessible to Social Housing, Private Landlords and Owner Occupiers to promote the supply chain within Wales.

The skills system in Wales is already supporting a broad range of new and emerging training that is supporting the transition to net zero.  The launch of the Net Zero Skills Action Plan on 28 February, has made a clear intention to undertake a public consultation to capture the more granular detail.

This detail will inform sector roadmaps that will ultimately shape our skills offer, allowing planning and policy on skills to shift to the forefront in order to stimulate and create the workforce of the future.
