Will the Minister clarify if there is a proportion of funding specifically designated to health and social care via the Barnett formula, and if so, whether all these monies are provided to health boards?

The Barnett formula determines changes to our block grant, arising from changes to funding in England on programmes that are devolved. The Barnett formula does not determine what the block grant should be spent on. It is for Welsh Ministers, with the Senedd’s approval, to decide how to allocate the Welsh Government’s budget which includes funding from the block grant, devolved taxes, and capital borrowing.
