Will the Minister outline how much total funding local authorities receive in accordance with the Barnett formula?
Answered by Minister for Finance and Local Government | Answered on 19/04/2023
The Barnett formula determines changes to our block grant, arising from changes to funding in England on programmes that are devolved. The Barnett formula does not determine what the block grant should be spent on. It is for Welsh Ministers, with the Senedd’s approval, to decide how to allocate the Welsh Government’s budget which includes funding from the block grant, devolved taxes, and capital borrowing.
