What assessment has the Minister made of the decision to reduce free swimming for older people to scheduled slots on participation levels amongst target groups and health outcomes?

Following an independent evaluation in July 2018, the free swimming initiative was changed to focus on younger people and those facing disadvantage. Its implementation was interrupted by the pandemic and the post-pandemic operational challenges local authorities have been managing. 

The new initiative includes some national minimum criteria for delivery, it also allows local authorities to shape local schemes to meet local priorities and needs. Where and when free swimming sessions are offered to people aged 60 and over is a matter for each local authority.

The independent evaluation of the new free swimming initiative, which was published in January 2022, reported that it represents an important ongoing part of the swimming ‘infrastructure’ of Wales, and that it can add considerable value to Wales-wide efforts to promote health and wellbeing. 

The national free swimming advisory group is monitoring the impact of the new initiative and is exploring the recommendations of the evaluation, in the context of the ongoing energy and cost-of-living crisis.

The free swimming initiative is part of the wider prevention and wellbeing agenda for better population health. It complements the 60 Plus Active Leisure Scheme to provide a menu of physical activity opportunities for people who are 60 and over.
