Will the Minister confirm on what date the Government brought the provisions of section 48(1) of the Wales Act 2017 into force?

The provisions of section 48(1) of the Wales Act 2017 are yet to come into force. The power to commence the provisions by regulations is conferred on the Secretary of State, and not Welsh Ministers.
