To what extent did the Welsh Government take into consideration the reserves held by local authorities when composing the local government settlement 2023-24?

A local authority’s level of reserves are a matter for its elected members and will reflect longer terms plans as well as managing shorter term pressures. The Local Government distribution formula does not take into account an individual authority’s level of reserves.
