Why did the consultation on proposals for a discretionary visitor levy for local authorities include questions on consistency and how decisions on spend would be made?

Proposals to enable Local Authorities to introduce a discretionary visitor levy are being developed in collaboration with Plaid Cymru as part of the Co-operation Agreement. Our Programme for Government commitment is to, ‘Introduce legislation permitting local authorities to raise a tourism levy’. The consultation sought feedback on the possible design options for a visitor levy to support decision making.

Hypothecation of revenue has not been determined, any decisions on the design and scope of a levy will be taken following due consideration of all available evidence. An independent analysis report on the outcome of the consultation and findings from consumer insight research is due to be issued by the end of March 2023.  

Questions around consistency and use of revenues were included in the consultation to help inform the design of a discretionary visitor levy.
