Will the Minister confirm why sustainable and active travel capital funding has decreased in the 2023-24 draft budget compared to the indicative budget?

In real terms the Welsh Government’s capital budget will be 8 per cent lower next year as a result of the last UK Government budget. Against this backdrop we have reviewed and adjusted the original budget including prioritising some funding towards the rail element of the Transport for Wales budget line.

To support our target of 45 per cent of journeys being made by sustainable modes by 2040, we are maintaining very high levels of active travel investment - totalling £130m up to 2024-25.

In recent years we have seen examples of local delivery constraints leading to active travel underspends. We recognise this and are working to build capacity and improve the development, design and delivery of projects on the ground.
