Further to WQ87356, what factors do Welsh Ministers consider when deciding whether to overrule a decision to refuse a proposal on the grounds that it would cause unacceptable adverse visual impacts on nearby communities and individual dwellings, in accordance with Future Wales, The National Plan 2040 policy 18, point 2?

Planning decisions made by the Welsh Ministers will be made on the basis of the details of the relevant application, extant local and national planning policy and any other material planning considerations relevant to the proposal. It is possible that material considerations, including the potential benefit of a scheme, or issues of national significance or security, could be sufficient to lead the Welsh Ministers to grant permission contrary to one or more extant policies. Each application must, however, be judged on its individual merits.
