I have not had any discussions with the Welsh Local Government Association about this specific issue.
The Charity Commission for England and Wales publishes a range of guidance, including for local authorities which are sole corporate trustees for charities in England and Wales. I would expect local authorities to comply with this guidance and seek further assistance from the Charity Commission where appropriate.
