Who or what body met the cost of Welsh Government and staff's travel, accomodation and board for the Qatar World Cup?

Accommodation and board for ministerial delegations were provided by the Qatari Government as part of a package provided to all government delegates attending the World Cup. Travel and all other costs for Welsh Government staff were met by the Welsh Government.
