Will the Minister confirm who will make the final decision relating to consenting to plans for offshore wind turbine applications?

The Welsh Ministers will be the final decision-maker for offshore wind projects of up to and including 350MW under section 36 of the Electricity Act 1989.  Projects above 350MW are consented by the Secretary of State under the Planning Act 2008.
