What steps is the Welsh Government taking to ensure that UK emissions trading scheme policy aligns with the rollout timetable of the technology needed to decarbonise Welsh industry?

The Welsh Government is very conscious of the need to align UK ETS policies with the roll out of the key decarbonisation infrastructure. We and our partners across the Authority are taking this into account in our analysis for developing the scheme. As regards the funding for decarbonisation technologies, the UK Government holds most of the policy and fiscal levers.  Discussions continue within the Authority on how best to tackle the challenges. The Welsh Government’s clear message to Authority partners is that participants who cannot access decarbonisation technologies and are at risk of carbon leakage should continue to receive sufficient free allowances.
