What steps will the Welsh Government take to ensure that the UK emissions trading scheme does not disincentivise investment in low-carbon technologies?

The UK ETS is based on the ‘polluter pays’ principle and being a market-based policy, incentivises the investment in low-carbon technologies, when and where it is most economical to do so. Welsh Government is working with partners in the UK ETS Authority, including the UK Government to identify support mechanisms for industrial decarbonisation.
