Further to the Minister’s written statement of 5 October, will the regulatory impact assessment to consider the economic and environmental impacts of the 170kg/ha annual holding nitrogen limit also consider impacts on the wider supply chain?

As part of the implementation of the Co-operation Agreement, a focused regulatory impact assessment will be undertaken on proposals for a temporary licence scheme which, if subject to a positive consultation response, would allow qualifying farmers to apply above the 170kg/ha limit for livestock manures where there is demonstrable crop requirement. The regulatory impact assessment will be dependent on the proposals to be set out for consultation.

This work will be carried out in collaboration with Cefin Campbell MS, the Plaid Cymru designated lead member, as part of the Co-operation Agreement between the Welsh Government and Plaid Cymru.
