On what grounds are council leaders and their cabinet able to prevent the attendance of other councillors from council activity and business?

The membership requirements and attendance arrangements for members of committees and cabinets are set out in a range of local government legislation including the Local Government Act 1972, the Local Government and Housing Act 1989 and the Local Government Act 2000. All elected members can attend full council meetings.

For other council activity and business, such as events, the arrangements are determined locally.
