Will the Minister provide an update on proposals for a vacant land tax in Wales?

We are pursuing the devolution of powers for a vacant land tax because of the potential of such a tax to help deliver our housing and regeneration ambitions. Over four years since beginning the process to gain competence for the required new powers, we have still not been able to secure these powers. It is clear the process is not fit for purpose.
