What action is the Welsh Government taking to tackle unadopted roads, including changes to the planning system to prevent developments from proceeding unless arrangements are in place for highways to be adopted?

Following recommendations from the Unadopted Roads Taskforce a Good Practice Guide and a set Common Standards were developed to significantly reduce the chances of any further ‘unadopted roads’ being created, other than those where communities, or developers prefer their roads not to be public.

A Written Statement published in October 2020 under the 2016 to 2021 administration of the Welsh Government, announced a pilot programme of funding for existing unadopted roads. A fund of up to £1.4million was provided in the financial year 2021/22, which supported 7 pilot schemes.

A full report will be published on the findings this Autumn, but evidence so far suggests the pilots have been well received locally and the roads are all in the process of being adopted.
