What assessment has the Minister made of how the welfare of a dog is affected by being kept permanently on a lead?

It is not necessary for dogs to be kept on a lead permanently. However, dog owners should ensure they are in control of their animals and the promotion of responsible ownership remains a key priority for the Welsh Government.

By ensuring their dog is on a lead whilst in public areas keepers reduce the risk from adverse health and welfare issues for their animals, as well as ensuring protection for the general public.

The Welsh Government’s Code of Practice for the Welfare of Dogs reminds owners of their obligations relating to controlling their pets and the governing legislation.
