What discussions has the Minister had with Cardiff Council to identify roads that can be closed to vehicles in the city centre to improve air quality and reduce emissions?

The Deputy Minister for Climate Change regularly discusses emission reduction measures with Cardiff Council and is clear that any proposals for road closures would need to be part of a rounded package of measures such as improved pedestrian safety; public transport efficiency; the reduction of highways capacity for private vehicles; measures to ensure compliance with legal limit values for nitrogen dioxide; and increasing modal shift. 

The Deputy Minister for Climate Change is also clear that any road closures should not result in the displacement of traffic into areas where the concentration of sensitive receptors is higher than in city centre locations.
