Will the Minister make a statement explaining the different rules governing whether and how the Welsh Government is able to provide financial support to the public and private sectors when it comes to remediating buildings with fire safety defects?

As the member will be aware, Building Safety forms part of the Co-operation Agreement.

When providing financial support to any sector, whether private or public, due consideration has to be given to the principles contained in Managing Welsh Public Money.

I have always been clear that leaseholders should not pick up the bill for fire safety defects that are not of their making.  I have also always been clear that developers should step up to their responsibilities in matters of fire safety and put these issues right.

I have made £375 million available over the next three years for the Welsh Building Safety Programme, for delivering reforms and remediation work for both the private and social sector.
