What assessment has the Minister made of the impact of a deposit-return scheme on independent brewers in Wales?

The impact assessment for the deposit return scheme is being undertaken as a core part of the work programme developing the scheme. As part of the joint consultation in 2021, views were sought on the impact and any mitigations which should be put in place to minimise the burden on small businesses.
The final design of the scheme, which will include an economic impact assessment of the reforms will be published shortly.
