Will the Minister outline whether the consultation process undertaken as part of the process of creating Future Wales: The National Plan 2040 was in line with the Gunning Principles of consultation?

The National Development Framework (known as Future Wales - the National Plan 2040) was prepared in accordance with part 60A of the Planning and Compulsory Purchase Act 2004 (as amended by the Planning (Wales) Act 2015). 

The Welsh Ministers prepared and published a Statement of Public Participation setting out details of the public engagement and consultation to be carried out in preparing the National Development Framework.  This Statement was itself subject to public consultation.  The ‘five ways of working’ established in law by the Well-being of Future Generations (Wales) Act 2015 shaped the public participation strategy.  Regular updates were provided throughout the plan preparation process on how public engagement and consultation helped to shape the document. 

Senedd Cymru scrutinised and approved Future Wales – the National Plan 2040 in autumn 2020. This scrutiny considered procedure and plan contents.
