Will the Minister provide an update on the status of the Government’s plans to enfranchise prisoners serving under 4 year prison terms, whether this commitment remains Welsh Government policy and, if so, will the Minister indicate when it plans to legislate during this Senedd term?

We remain committed to the policy of allowing certain prisoners from Wales to vote in local government elections. Because of the pandemic, we did not include planned provisions in the Local Government and Elections (Wales) Act 2021 to enfranchise some prisoners but we intend to return to this issue in the future. I will ensure that the Senedd is kept informed of our legislative intentions.
