Will the Minister confirm whether National Resources Wales is regarded as an emergency service in the event of flooding?

Natural Resources Wales (NRW) is a Category 1 responder under the Civil Contingencies Act (CCA) 2004.

This means there are a number of specific statutory functions NRW must perform, including sharing information and cooperating with other local multi-agency responders to enhance coordination and efficiency, assessing the risk of emergencies occurring, and putting in place arrangements to provide information and to warn, inform and advise the public in the event of a flooding emergency.
