What progress has the Welsh Government made towards achieving the targets set out in the All Wales Plan 2021-25: Working Together to Reach Net Zero, advising how progress towards these targets are monitored?

The All Wales Plan 2021-25: Working Together to Reach Net Zero launched alongside Net Zero Wales in 2021 does not set targets. It sets out the commitments and action from our partners to tackle the climate emergency including businesses, public sector organisations, community groups and school children. We will update this document periodically as we grow and build on the work of Team Wales to share good practice. The first update will be published later this month.

Prosperity for All: A Low Carbon Wales sets out the policies and proposals for meeting our first carbon budget and 2020 interim target and Net Zero Wales sets out those for meeting our second carbon budget. The Environment (Wales) Act 2016 requires us to statutory report progress against our emission reduction targets and carbon budgets every 5 years. We will publish the statement for our first carbon budget and our 2020 interim target by the end of 2022, which will include supporting indicators.

Additionally, within the Well-being of Wales Report framework we measure greenhouse gas emissions annually (indicators #41 and 42) and independent annual progress reports are also provided by the Climate Change Committee.
