What discussions has the Minister had with Newport City Council regarding Linc Cymru's plans for homeless accommodation at the Hill Street car park site?

As part of phase 2 capital investment to fundamentally reform homelessness, Welsh Government provided support for the scheme by Linc Cymru to build 12 single occupancy, low to zero carbon homes.
We are aware Linc Cymru and Newport City Council are in discussion on the progress of this project.
