What assessment has the Minister made of whether the budget for a new Velindre Cancer Center through a Mutual Investment Model is adequate having regard to rising inflation, building use costs and energy costs since 2014-15?

The nature of the Mutual Investment Model (MIM) is that a competitive dialogue process is used to test the scheme and the financial proposals.

The final contract and associated values, subject to approval of business cases, will not be known until the procurement process via competitive dialogue has been completed.

Construction inflation and rising energy costs are putting pressure on the cost of construction projects regardless of where those projects are geographically and whether they are funded through traditional Capital or the Mutual Investment Model.

Final budget allocation will occur once the process is complete and all costs are known and scrutinised fully.
