Will the Minister confirm if 20mph speed limit experimental areas are aimed primarily at residential areas or at selected roads running through/around them?

The Phase One Settlements for 20 mph have an exceptions process that is applied based on the level pedestrian movement and function, (e.g. residential density, retail centre, school), which can be applied by each highway authority to determine whether a section of road should remain 30 mph.
