Will the Minister set out how the recently announced stability payment will differ from the basic payment scheme that it is replacing, and what level of conditionality will be attached to its payment?

The proposed Sustainable Farming Scheme will be different to the current Basic Payment Scheme. The fundamental change will be that the level of payment will be linked to the actions which an active farmer undertakes.  I will publish an outline scheme in the summer. This will start a programme of co-design and we will consult on our proposals for the transition from current support to the future schemes in 2023. 

This work will be carried out in collaboration with Cefin Campbell MS the Plaid Cymru designated lead member, as part of the Co-operation Agreement between the Welsh Government and Plaid Cymru.
