Further to answers to WQ84065 and WQ83950, will the Minister outline whether the council work plans and mid-year and end-of-year reports will be published publicly so carers and the public can understand whether carers have benefitted from the present funding?

The work plans, mid-year and end-of-year reports that the Welsh Government requests from local authorities for grant monitoring purposes (referred to in my reply for WQ83950) are internal documents intended to provide assurances that funding has been deployed to meet the agreed funding objectives and to allow us to identify examples of good practice or take appropriate action where aims are not being met. We have no plans to routinely publish the detailed monitoring and governance information associated with local authority grant funding.  Nevertheless, local authorities provide a summary of their actions and spending in annual reports, which are publically available.

The Welsh Government regularly shares high-level information regarding the impact of particular areas of funding, where there is a public interest. The Integrated Care Fund annual reports are one example of this referred to in my previous reply (WQ83950).  Accountability for local authority spend remains with local authorities, however we will provide updates on how spending is delivering outcomes for unpaid carers via our Delivery Plan which underpins the implementation of the Strategy for Unpaid Carers.
