Will the Minister detail the number of individuals resident in Wales who started residential rehabilitation for drug and alcohol use in 2019-20 and 2020-21, along with the average cost per place?

The Welsh Government does not hold data on individual residents in Wales who have undertaken residential rehabilitation.

However, the Welsh Government allocates £1m ring fence annual funding from the Substance Misuse Action Fund to Area Planning Boards for the provision of Tier 4 services. Officials scrutinise spend against the £1m Tier 4 ring fence as part of the annual approval process for APB expenditure plans.

In 2019/20 there were 96 individual placements in residential rehabilitation equating to £10,230.93 on average per placement. In 2020/21 there were 127 placements equating to £9,202.96 per placement.
