What are the Welsh Government's reasons for pursuing the devolution of welfare administration?

The Welsh Government pursues this idea as a result of recommendations made by the Equality, Local Government and Communities Committee in the last Senedd term, and in the belief that such powers could be used to improve the experience of claimants.
