Given the underspend for the Glastir support scheme, how does the Government intend to enable capital expenditure that is exempt from the current annual extension?

There has been no underspend on budgets allocated to Glastir Advanced, Organic or Commons contracts. Glastir Small Grants has also previously been oversubscribed and the budget fully utilised.
