Further to the Deputy Minister's statement on the metro 20 October 2021, what evidence supports the claim that one in five people belonging to ethnic minorities do not have access to a car?

The 2011 Census showed that 23% of households in Wales do not own or have access to a car/van. As I stated in the Senedd, this figure is higher for households where the household reference person is from an ethnic minority (47% for Black/African/Caribbean/Black British, 38% for Mixed/Multiple ethnic groups, 27% for Asian/Asian British and 41% for Other Ethnic groups).
